How to save the theme party which is going wrong?

I am almost depressed and so worried at the moment, and I just had to ask this question, any help will mean a lot! I had my birthday last month, so my boyfriend and me, organized a 60s themed party (we love the era, the music etc) which is going to be held tomorrow evening. I've done a lot of preparation, which was exhausting, as I have final exams at the moment, but it's alright because I really wanted our friends and us to have fun. But now, just one day before, everything has started corrupting and I'm feeling it's going to be a disaster. I'm not used at throwing parties, and I was on a low budget, so I made all the decorations myself.
Firstly, we were planning to have it on the garden, which would be very nice for a May night, as a week ago the weather was very hot. And guess what, it is raining violently and it is extremely cold at the moment, which means it'll have to move in the garage. I'm afraid this won't be half as nice, and the 60s atmosphere won't be given at all.
Secondly, not all our friends are in the theme, some of them don't even like it, and I regret it.
Also, my house is at a suburb, and it's going to take half of them almost an hour (with public transportation) to arrive, they are going to be tired, and if they don't have time I'll end up feeling so guilty! Public transportation in my country starts again at 5 in the morning, which means that they'll have to wait till 5, and what if they don't have a good time at all?
And the last and worst is the following: not all the friends of mine and of my boyfriend's know each other. If they were almost 30 total, it would be great because it would be more crowded and less awkward, but today some called and cancelled, and now we have 8-9 boys and 14 girls! The girls are more, and I really worry about this. I just feel they're not going to have a good time.
I'm willing to do everything to save this, so they can have fun and not regret making all those kilometres to come:( Any suggestion would be important! What to do if they don't dance/if they look bored? What is the most I can do for them to meet with each other? Any other suggestions about the theme?
I'm sorry for the big question and for being whiny, I just am almost hysterical at the moment:P
