Answer
To get what you want you will have to lay out a few bucks on this project.

One method you can do is rent the a machine for applying blow-in insulation and you can find them at most lumberyards, contractor rental centers, or even where you purchase insulation. You will have to cut small holes in the drywall near the ceiling in between the wall studs and fill the space between the drywall with insulation . Patch and refinish the cuts you made in the drywall.

You can purchase expandable foam in commercial size containers. You will still have to cut small holes in the drywall as stated in the first method above along with patch and refinish.

The following will provide the best soundproofing.

You can also use Rubber Floor Covering and glue them or staple them on the walls to provide a sound barrier - they come in puzzle like squares - They come in different colors and texture.

See for example: http://www.greatmats.com/products/decor.html

Most hardware stores have them and usually have them for kids play room but work great for what you need.

To get really good soundproofing you will need to use acoustical foam tiles or rubber insulations. This type of material works best to absorb sound and keep it from reverberating back into the room unlike insulation or foam

Loose fiberglass blow in insulation runs about $0.75 per square ft
Foam insulation runs about $2.95 per square ft
Puzzle Mats run from $3.95 per square ft

You can look up puzzle mats on Google or yahoo and find product and prices from low to high.

What paint color and decor changes would you suggest for this room to give it a serene, but cheerful vibe?

Skylark

I'm spending Thanksgiving break at my family's lake house, and while there I would like to repaint my room and make a few small decor changes. It's currently painted a dull sage green. I would like to choose a new color that is more joyful while still making the space feel like the tranquil retreat it is intended to be. This isn't the house where we ever have lived; it's the place we go to for vacations, gatherings, and an intermission from the busyness of our lives. It would be lovely if the room reflected that while still being a space that is representative of me, a happy-hearted college student. I would love any suggestions anyone might have about paint, a different furniture layout, and decor ideas. The adjacent bathroom is currently painted a medium-hued turquoise.

I apologize for asking the same question (though this one is shorter than the last one) in this section twice, but apparently Photobucket was experiencing problems yesterday because some answered that they couldn't see the pictures. I'm hoping this picture is viewable: http://tinypic.com/view.php?pic=1z51xnd&s=6
You might be able to view more pictures of the room in this album if Photobucket is cooperating today:

Just scroll down to the middle of the page and you'll see the pictures of the room. : )

I looked up a few images to visualize the tips I gave you previously.
eg. this serene beach scene - it has a moon but you can also add some birds flying back home. You can also lighten the shades a bit to make it more cheerful : http://onlyhdwallpapers.com/wallpaper/summertime_beach_serene_amidoinitright_desktop_1024x768_wallpaper-362520.jpg

How about something like this - use textured sponge, etc. to create this effect quickly & easily - just 'splash' around, play with colors & moods :
http://wallpapersus.com/wallpapers/2012/02/paint-beautiful-colors-nature-rocks-serene-water-1050x1680.jpg And the best part is that you won't Necessarily have to do too many changes around the room & its colors; fewer accessories required too ;-)

Use the green walls as a background for a bamboo groove :
http://www.bing.com/images/search?q=bamboo+wallpaper&qs=n&form=QBIR&filt=all&pq=bamboo+wallpaper&sc=0-9&sp=-1&sk=#x204y8
Draw a couple of baby pandas hiding behind the bamboos ;-))

Or have a darkish blue to represent a night sky. Your yellow lamps will throw good light to bbrightenit up. And add lots of twinkling stars & a glowing planet or 2 & also a meteorite [or a meteor shower] using sequins/glitter/fluorescent paint/fluorescent night sky elements that one can find among kids' toys.

While you are vacationing, you can collect shells & make a huge mobile with them & hang them in a relatively breezy corner of your room. Or you could add some shell chains/strings on your lamps or window/curtains. Make a curtain ring with them.

Driftwood - you should be able to find plenty of beautiful driftwood around. Use these to display, decorate, as a 'hanger' for stuff, ....

Change your sheets to blues, lavender, etc.
I wouldn't add too much yellow [altho' it goes well with blue] coz your lamps throw a pretty strong yellow glow.

In the bathroom, use stencils to create a scene of your choice or to add elements that you like; be it in the shape of birds, shells, butterflies, flowers, hearts, stars, glowworms, ......

Hope these inspire too :-)
Enjoy !

Add : Wouldn't you have fall leaves scattered around at this time of the year ? They would make such a great vibrant yet natural adornment to your room ! You could glue them to the wall to create a cheerful scene - trees, path, .... without having to change the background color Or you could download fall leaf templates/stencils & use these to decorate. You can paint or cut them out of paper, etc. & use to decorate as desried. Get your friends & family to hide little notes/objects behind them as a game ....

And if you choose blue, you can have some orange color as a nice lively contrast.

You can also fill a nice jar or vase with these colorful origami stars with message/quotation within : http://blog.creativekismet.com/2011/01/06/little-guiding-stars/ You can do this as a family activity during one of the evenings together :-)

Make these cute rolled felt flowers to pin/sew/glue to your curtains, lampshades, etc. :
